As U.S. military engagements in the Middle East continue, lawmakers are forced to handle new problems, such as how to manage "unlawful enemy combatants" that American forces have rounded up. A federal court decided Tuesday that detainees at Guantanamo Bay, Cuba, don't have the constitutional right of habeas corpus, a ruling considered a victory for the president.
